If you’re researching solar panels Waterford-wide, you deal with one council, a yield a little below the national average, one airport safeguarding zone at Killowen and a long list of conservation areas. This page covers all of that, plus the grants available in October 2026 and how to get quotes.
Near the national average
PureVolt’s county ranking gives Waterford 894 kWh per kWp a year, 2.1% below the national figure of 913.
In line with the country
In April 2022, 2,808 Waterford homes had solar panels, 6% of occupied dwellings, the same share as nationally (CSO Census 2022).
Large dairy herds
Waterford’s average dairy herd of 113 cows is among the largest in the country, and dairy loads run in daylight.
How much will solar panels generate in Waterford?
PureVolt modelled one representative point in each county with the EU’s PVGIS tool (SARAH-3 satellite data), with panels tilted at 30°, facing due south, standard system losses included and no shading. On that basis, Waterford averages 894 kWh per kWp per year, 2.1% below the national figure of 913.
That’s one point for a county that runs from the Suir estuary to the Blackwater valley and the Comeragh and Knockmealdown mountains. A south-facing roof in Tramore and a shaded valley site near Lismore will give different results.
The pitch, direction and shading of your own roof matter more than the county average. A good installer will model your roof.

Illustrative: a 4 kWp home system in Waterford
4 kWp × 894 kWh/kWp ≈ 3,576 kWh a year on an unshaded, south-facing 30° roof.
For context, the CRU puts average household electricity use at 4,200 kWh a year (via bonkers.ie). The saving depends on how much you use as it’s generated, your tariff and export payments. See our battery storage advice.

Planning permission for solar panels in Waterford
Waterford City and County Council is the planning authority for the whole county, city included. It was formed on 1 June 2014 from Waterford City Council and Waterford County Council, with offices at City Hall in Waterford and in Dungarvan (Wikipedia). It applies the national exemptions in S.I. No. 493 of 2022.
Houses
Rooftop panels on a house are exempt with no area limit, if they sit no more than 15cm off a pitched roof (50cm on a flat roof) and at least 50cm from the roof edge. Free-standing panels are exempt up to 25m² and 2.5m high, not forward of the front wall. Wall-mounted panels on a house are not exempt.
Farms
Panels on agricultural buildings are exempt subject to conditions, provided the electricity is used primarily (over 50%) on the holding. Ground-mounted farm arrays are exempt up to 75m² and 2.5m high. Our farm solar guide has the detail.
Businesses, apartments, community buildings
Rooftop solar is exempt with no area limit outside a Solar Safeguarding Zone. Inside one, panels are capped at 300m² per roof and the council must be notified in writing within 4 weeks of work starting. Bigger systems need planning permission.
Waterford Airport and the safeguarding zone
Solar Safeguarding Zones (SSZs) are areas around airports, aerodromes and helipads where glint and glare from panels could affect aviation safety (gov.ie). S.I. No. 492 of 2022 names one zone in the county: Waterford Airport, at Killowen, about 7km south-east of the city. The Irish Coast Guard has a base there, and runway upgrade works began in 2026 (Wikipedia).
Houses are not affected: the government states there is no rooftop limit on a house, whether it’s inside an SSZ or not. The 300m² cap and 4-week notice apply to farm, business, apartment and other non-house buildings, and any installation causing hazardous glint or glare loses its exemption.
Protected structures and Architectural Conservation Areas
All the solar exemptions are subject to the general restrictions on protected structures and Architectural Conservation Areas (ACAs). Works that are normally exempt may not be exempt on a protected structure, and free-standing panels in an ACA are only exempt if they wouldn’t materially affect the area’s character. Appendix 10 of the council’s development plan lists existing and proposed ACAs, including Dungarvan, Lismore, Cappoquin, Tallow, Tramore, Ardmore, Dunmore East, Passage East, Portlaw and parts of Waterford city such as the South Quays (Waterford City and County Council). If your building is on the Record of Protected Structures, ask Waterford City and County Council for a Section 57 declaration before you commit.

Dairy, pigs and farm solar in Waterford
The CSO’s Census of Agriculture 2020 counted 89,900 dairy cows on 793 Waterford farms, and named Waterford among the counties with the largest average dairy herd (113). The county also had over 100,000 pigs (CSO).
Milk cooling, water heating, vacuum pumps and ventilation run while the sun is up, so dairy and pig units often suit solar. Farmers can use TAMS 3 (60%, €90,000 ceiling) or the SEAI business grant (45%), which have different rules on sizing and timing. See solar panels for farms.
Gaeltacht na nDéise
Waterford has its own Gaeltacht, with 2,063 people in Census 2022 (CSO). We found no Gaeltacht-specific condition in the solar exemptions, and the SEAI grants apply as they do anywhere else.
Waterford businesses
Shops, offices, factories, hotels and schools can apply for the SEAI business grant. If your premises is inside the Waterford Airport zone, the 300m² roof cap applies. See industries we service.
Coastal homes
Along the Copper Coast and at Tramore and Dunmore East, ask each installer what fixings they’ll use for wind and salt air.
Solar grants for Waterford homes, farms and businesses
Grants are national, so a home in Dungarvan gets the same SEAI support as one in Drogheda. As checked on 26 October 2026:
- Homes: €700 per kWp up to 2 kWp, then €200 for each extra kWp up to 4 kWp, with panels capped at €1,800. Add €600 for a 5 kWh battery, for a maximum of €2,400. The house must have been built and occupied before 2025, and you must use an SEAI-registered solar PV company.
